When a real target device is not available, a Virtual PC or Hyper-V virtual machine can function as a Compact 2013 target device to support Compact 2013 development, developing software component that is not affected by the hardware.
Using the generic CEPC BSP included as part of the Platform Builder for Compact 2013, you can develop custom OS runtime image for the Virtual PC on a Windows 7 PC or Hyper-V virtual machine on a Windows 8 PC, and generate an SDK to support application development.
